This is subject is partially covered in Cool URIs don't change [w3.org] at the W3C. It's also the reason why I really like Zope stuff, which defaults to sensible URIs in applications using it.

  Somebody please tell this to the people from Perlmonks [perlmonks.org] :-) I don't expect existing URI's there to ever go dead, but you can't say they're sane.
