This is by design.
If you look at the 0.96 version of the distro [cpan.org] you’ll see that Net::Server::Multiplex is unauthorized. Search for Net::Server::Multiple [cpan.org] and you’ll find that the one who has the permissions to that namespace is Rob Brown [cpan.org], who released the 0.87 version of the distro [cpan.org], not Paul Seamons [cpan.org], who released both 0.46 and 0.96. Just because something is "by design" doesn't mean it isn't strange.
