Probably because people are not aware it even exists. Until you mentioned it, I was one of those people. I don't remember seeing the link on perl.org the last time I visited. I dunno maybe it was there and I just missed it...

  It was going to be announced along with the new perl.org, but that got delayed, and then books.perl.org got delayed (and it's still not quite where I want it).
  
  Google finds it well enough for most books and that's where the majority of hits come from, with a reasonable amount from perl.org now it's had its redesign.
  
  Now to finish the reviews code...
