So <sometag id="foo"/> just acquired some universal meaning it didn't have before?

There's no specified way to address these IDs, so what makes it more useful XPathing some random attribute? Or can we assume a URI #fragment now addresses the ID?

  Well, it used to be that there was no way to say "this attribute 'id' is an ID attribute", unless you used a DTD, and DTDs are apparently being skooched toward on the oddly-unofficial dustbin of history.
  So now xml:id="whatever" has been declared a new universal way to say "this element's ID is 'whatever'".
