If the list is English, why not just use the existing long-established "beginners@perl.org" list?

I guess for the same reason that perl@perl.org.il is no longer strictly suitable for beginners -- the sheer volume of messages in beginners@perl.org is so huge, it might discourage a beginner from even joining the list (or cause him/her to leave quickly). perl@perl.org.il may not be as busy, but it still manages to generate a few hundred messages a month.
Hopefully, a brand-new mailing list for beginners will manage to keep the volume of messages low, exactly because there already are so many other avenues t
