Ask the tester (Score:1)
If you get a test failure you don't understand your best choice is to ask the tester.
The test results you're presumably referring to 603385 [perl.org] looks kind of abbreviated, so perhaps the tester has a local configuration issue.
I know without installing some of the CPANPLUS pre-requisites I was getting some truncated fail test reports [perl.org].

That's my plan for today, but the CPAN Testers reports don't have email address any more - for obvious reasons. As it happens I know Corion's email address so I'll send an email, but if it had been another tester I wouldn't be able to contact them just from the test report.
I take it you are the "Tony" of CPAN Testers fame, in which case I'd like to thank you for testing my modules, you spotted the Windows bug in Log::Trivial 0.30 that the 0.31 release fixed. I see your Windows tests box was happy with the
