But - perhaps thats because all these perl users are experts at ballot stuffing, so perhaps the 29 voters that have voted '10' are (like me) readers of your journal and just upvoted to get nms higher on the list.

I certainly don't want to encourage ballot stuffing. That would be bad and wrong and was furthest from my mind when I posted the link.
