Reagan said it - or something similar - during his transition from liberalness to conservatism, so, early '60s? The '62 congressional or '64 presidential campaign, perhaps?

Yepl 1964. runrig's provided a link, though I read it elsewhere. I was struck by how when looking at that paragraph in isolation it sounded just like complaints about the patriot act.
And then, a little later, I was struck by the fact that fears then were (somewhat) unfounded (though arguably because the climate changed), and hopefully fears today are unfounded.
J. David works really hard, has a passion for writing good software, and knows many of the world's best Perl programmers
