Yes the preferences will be available via the URL too. I want the user to be able to customise their regular visits to the site via cookies, but they should also be able to view anything they want without altering those settings too.
As you say it may help to link to specific preferences, that an author or user wishes to highlight, and generally make the site more interactive.
