Not strange at all (Score:1)
This is by design.
If you look at the 0.96 version of the distro [cpan.org] you’ll see that Net::Server::Multiplex is unauthorized. Search for Net::Server::Multiple [cpan.org] and you’ll find that the one who has the permissions to that namespace is Rob Brown [cpan.org], who released the 0.87 version of the distro [cpan.org], not Paul Seamons [cpan.org], who released both 0.46 and 0.96. If you look at 0.87 you’ll see that Rob Brown made a largely unauthorised release – except for the addition of Net::Server::Multiplex, which didn’t exist in Paul Seamons’ prior releases.
So it’s all working as advertised. We’ll just have to learn to deal with the fact that search.cpan.org now actually agrees with CPAN.pm et al (which has always followed these stricter rules).

Just because something is "by design" doesn't mean it isn't strange.
And we don't have to just learn to deal with it.
