I can only hope that his competency as a police chief is in no way hinted at by his complete and utter lack of eloquence.
Compare, for example, the police chief from Hanover County. Maybe he's a good ol' boy (I don't know) -- but he can actually speak. He uses his low phoneme rate to actually think about what's going to come out of his mouth next. He says what there is to say, and not a word more. I like that!
