Galeon has had the "minimum font size" setting available since roughly the beginning of time.

Too bad the developers have discontinued Galeon [sourceforge.net].

    * load images
    * always
    * from current server only
    * never
    * use own fonts
    * use own colors
    * allow java
    * allow javascript
