  • The Extreme Programming practice of writing a story for each change that is asked for and then choosing the most important one to do next would help here. If the most valuable thing that could be done is not worth the programmer time required, you've passed the knee of the curve. (Or simply include the stories of all available projects in a single selection process - projects that have passed the knee will rarely provide the most productive thing available to do, so you automatically reduce th amount of time spent on that project.)
