  what you really want is the portable strawberry perl zip - it not only works by unzipping, but many of us carry it around on a USB stick and run it from there.
  Whats more, it can be bundled nicely with other software - resulting in (for a personal example) Foswiki on a USB Stick - http://fosiki.com/blog/2009/09/22/foswiki-1-0-7-on-a-usb-stick/ [fosiki.com] )
