I think if the Perl Foundation were to start a "Fund Drive" for this, they'd have the money quickly.

Almost a year ago, I found a bug (er, inconsistency?) in CGI.pm while working on a project with scrolling lists and optgroups. There was a simple workaround but I submitted a bug report anyway and then sort of forgot about it.

Do you have the Flash plugin installed? I find that Firefox is much faster and more stable without Flash. You can enable/disable it on the fly from Tools=>Add-ons=>Plugins if you need to.

Moveable Type does support PHP but it is completely optional.

Perhaps blog.perl.org could be redirected to: perl.groups.vox.com

If you can't find a Perl wiki you like, PmWiki might be a good compromise since it is written by a Perl hacker.

MT4 can easily be used to create standard "web pages" in addition to a blog.
