UN will compensate me for 419 scam losses - woohoo! ☻

This arrived today and made me laugh. It seems that if I had been gullible enough to loose money to a 419 scammer, the "UNITED NATIONS" is going to compensate me with $100,000. Woohoo! Where do I sign up? Will there be a small admin fee?
