when animals attack...
... they probably write "sample perl code for accessing XML over HTTP" (not SOAP?) as something this awful.

Are you saying that when animals attack, they write Perl programs that don't compile, or that they update a program written in another language (looks like JavaScript to me) and tack on a shebang line and some sigils before they call it 'PERL'?
Or are you saying something else entirely, like animals lack the higher reasoning needed to properly factor a readable program?
