NVGs: infra-red, or light magnification?

[ #11300 ]
I found an article on "night-vision" glasses that were available at the consumer level.

But the article seems to confuse light-amplification goggles (which I think is the predominant usage for military) with infra-red goggles (which are much cheaper to build, and used by things like the zero-lux Sony cameras).

Am I right in presuming most military usage is light-amplification, or are they actually hoping the enemy doesn't see their infra-red illuminators? {grin}
