Patch for Number::Format 1.51
I just created a request in the queue for Number::Format, I had some failing tests on my system.
Ref: http://rt.cpan.org/Public/Bug/Display.html?id=21382
However I was not able to select version 1.51, so it seems the CPAN import issues mentioned in comments to my journal persists for some modules/queues
