XML::Conf 0.03

Whew, now I finally upload XML::Conf 0.03, much work still remains, but I need to get things moving and some of my changes hopefully address the failing tests...

And the same time I hope to get some feedback on the uploads in order to write some better tests and better docs (I know it is needed).

I have asked myself the question many times whether XML::Conf (and yesterday about Tie::Tools), are the modules necessary?

Well perhaps not, but if they are going to be on CPAN, they at least to need to maintained...

I will be monitoring the CPAN-testers list the next, I just home some more people text my uploads. Tie::Tools have already been tested on Darwin :)
