That number is quite wrong, and I am surprised they seriously put it up there. The US has provided billions to Iraq in recent years, via the UN's Oil For Food program (the US has provided a significant chunk of the $25 billion since 1996).

And this year alone, USAID [usaid.gov] has so far spent a half billion on aid to Iraq. Not .105 billion.
