what do you expect from the DMV?
A friend just showed me this link to the Change of Address form for the NJ DMV. Go ahead, fill in some fields then submit it. if you don't have the patience, I'll jump right to the punchline:

The MA RMV is guilty too (Score:2)
Back when the MA RMV [massrmv.com] hosted their system at BBN they also used formmail and some other custom perl scripts that some 'developer' wrote which would fill /tmp with oodles of tiny little files taking all the inodes. I think they changed developers and hosting now and use java.....
