While I don't if the name-changing part is true, but there definitly is a village called Fucking in Austria. The name is not offensive at all in German, and all of the other villages mentioned in the article do exist.
But I didn't hear/read anything about the name-changing efforts in local media (but than I don't follow those media to closely)
