/etc for win32 - final chapter
Upon further review it seems that Win32::NetAdmin, which comes with ActiveState Perl, already includes all the /etc functionality for Win32, and then some (e.g. the ability to create user accounts).
So, I've just reinvented the wheel. Well, at least I (and any others reading this journal) know where to look from now on.
