Two bugs in one day

[ #13488 ]
Since I'm going to send out a new release anyway, I was going to add a BTIME constant (the btime value out of /proc/stat) to the Linux code. It happens to be something I want and I figured it would be easy enough to add. I decided to add it as a constant because its not tied to any particular process (except maybe 0).

That's when I discovered...the btime value kept incrementing! WTF? This didn't happen at home on my Suse laptop. Sure enough, it's a RedHat bug (also in some versions of Debian). That was enough inspiration to (hopefully) convince my co-worker to replace the RedHat boxes with Slackware. In his defense, the only reason he installed BugHat in the first place was for Oracle, which he said he couldn't get to work with any flavor *except* RedHat.

ARGH!
