The CGI Resource Index
I'm happy to see that nms is listed on the CGI Resource Index.
It's top of their list of Perl Script Collections.
It's described as "Secure, supported programs including formmail, guestbook and counters".

ballot stuffing (Score:1)
But - perhaps thats because all these perl users are experts at ballot stuffing, so perhaps the 29 voters that have voted '10' are (like me) readers of your journal and just upvoted to get nms higher on the list.
[Note to self: Must remember to downvote some of the other collections, so that nms shines even more briliantly

I certainly don't want to encourage ballot stuffing. That would be bad and wrong and was furthest from my mind when I posted the link.
