I had already made up my mind, but...
The stupidity of Oni (a Portuguese ISP) of advertising via spyware on my brother's computer made me change my opinion.
I was going to change his connection in order to save about 30 euros/month.
But after this?
My brother's connection to the internet will remain being Sapo, and will not change to Oni anytime soon.
I HATE SPYWARE!
