  The picture of Rodney Dangerfield makes it clear that the "bad" of being written in Perl was intended as a joke. I think the author couldn't find anything significant to fill out the slide and that is the point of the joke: it's a subtle compliment.

    You'd think so but he then says there isn't enough documentation..

    does he mention the tests and how can he say its flakey??
