Is fop dead?
Fop has shown no activity since July 2003. Has it been abandoned? Are there any free alternatives?

Were you looking at the maintenance branch? (Score:1)
I'm not a big fop user but this archive of CVS commit messages [theaimsgroup.com] suggests the project is alive and well.
Maybe the maintenance branch is quiet while a big redesign happens.
