Typelibs and the OLE

[ #23910 ]
For a while now, it's been driving me nuts trying to figure out a way to detect whether Outlook was installed. I tried a few different methods but none seem to work. Today I decided to do a bit of digging, and came up trumps. With the help of the examples in the Win32::OLE distribution, I now have a Typelibs module that I can add to any Windows distribution I may ever need.

Now hopefully Corion won't get to send me those FAIL reports :)
