The redirector for it, kobesearch.cpan.org [cpan.org], as can be found on the homepage of www.cpan.org [cpan.org], is down too. It would appear to me that it resides on the same machine as search.cpan.org [cpan.org], so that these URLs will always tend to go down together. Way to go, excellent fallback system!
