I wonder what does 'split_pack_ord' does?

Recently another programmer showed me some legacy code he was unfortunately stuck with. There were tons of problems and I felt bad for him. A typical example was a function named &split_pack_ord. Not only does the function name not give one any clue of what it's trying to do, but it didn't even use the pack and ord functions!
