Parrot's now officially functional

Parrot Dan writes "If you've been waiting for that one last necessary bit to be done before kicking in to start hacking in Parrot assembly, your wait is over. The latest CVS version of parrot now can open, close, read, and write from files. The interface isn't final (the print and readline ops are hackish and will be removed when the real I/O system's done) but it's enough to work with if you're so inclined."
